Painting and finishing is the type of thing being done by civilian contractors now. I doubt a cadet with a bucket of pink paint would be considered DPH.

To get back on topic, in particular in @angus situation being rural, maybe the organisers put out a general call for help, to young people for assistance and all he does is signpost when he hears to anybody he knows who could assist.
Malicious compliance would say of course.
Been told that our local ACF donāt fundraise anymore.
When offered to support a local marathon as they used to, they pulled out saying they cant fundraise.
So those duties got added to the RAFAC contingentā¦along with the added share of community grants from the organisers
That could have something to do with the fact none of them own their own money any more.
Flipping heck thatās something we can only dream of. When I teach the senior/MAC lot the aircraft handling and flying techniques subject, theyāll probably have no real opportunity to put what theyāre learning into practice. Best we can hope for is the flight sim, courtesy of Tesco.

No consultation period to discuss āthese are our concerns - these are the ramifications - how do you propose to make it safer / cheaper - otherwise in 12 months it will have to stopā.

Totally agree, as already state it may mean some events get cancelled, itās left to the unit to contact event organiser and advise them in some case little or Notice.
I can think of three events locally that a neighbouring squadron used to support for I donāt know how long - but such a long standing arrangement.
Not only would there be a ādonationā for services rendered - ie for assisting with the event, but then also grants would be entertained for supporting the purchase of kit etcā¦
Aside from Remembrance Parade, these events are probably the most conspicuous public appearances of āThe Small Blueā Footprintā¦
Again - Iām drawn to make the suggestion of āwhy stop and event - in favour of making a list of Safe Standards of Operationā¦ā
Just create a list of things that must be in place; things cadets / staff can or canāt do, kit that must be used etc
The banning/stopping/pausing of a whole activity that has been ongoing because of a single incident/panic is not the way we should be doing things. Car parking and marshalling is an activity that has been going on for decades, generally without incident. Iāve done it loads, for years, and donāt know of any issues directly relating to car parking/marshalling. If a cadet falls down some stairs and seriously injures themselves, will we suddenly put out a stop order banning the use of all stairs until further notice? I doubt it.
What we need is proper proactive risk management, not the reactive mess that we have now. When SMS was last updated, and ACTO 10 was rewritten, all the activities we do were assessed deeming them RtL or not, and at what level they could be approved. That formed the basis of the ACTO 10 activity chart. This was a good step towards proactive risk management/assessment. But maybe this needs to be done in a more specific way per activity. Should we have a generic RA done for every activity listed in ACTO 10? I think so.
It will obviously be very generic, as one persons car parking activity will be very different to the next. But a professional analysis/overview of the specific risks associated with each activity, with appropriate risk mitigations might give us all something to work from. Currently, weāre all winging it really when it comes to risk assessing. Which is why when there is an incident, thereās a massive over reaction.
Frankly - Iāve seen less reputational damage by the current Tory party policy advisors compared with HQACā¦
Sorry although it happened many years ago (early 80ās - at Wings and Wheels) at an event I was involved in we had both an issue and an incident where we were doing car parking with a group of cadets and we advised the civvie onto where he needed to park but they decided that wasnāt close enough to the entrance and therefore cadet decided to start waving his arms about. Needless to say that confused Joe Public who managed to turn into another car. No big damage but cue new Pilot Officer who had to explain to the person he had caused the damage by not following the original direction, so it can and did happen.

A car hit another car, and no cadets or staff were hit or even directly involved? So no safety incident, just a bad driver? Also, 40 years ago. Is that all we have. If that calls for stopping an activity, we need to stop them all!
Was a long time ago and no cadets / staff involved but the original seemed to say nothing had happened - and this one did - was never reported but Iād assume there are other issues out thereā¦ā¦

The biggest risks Iāve come across when running these type of events is our ānormalā type risks. Climatic injuries/exposure and angry public. Which are risks that effect us in many other activities. And can be safely managed.
In fact the biggest incident that I am aware of happening was a cadet that ended up getting far too hot, got a nose bleed that was pretty serious, and the then OC Wing refusing to let someone drive them back to the cadet āHQā because the āhorse and carriagesā were arriving soon, so no cars were meant to be going through the car parks at the time.
This was Edenbridge and Oxted show, and the IC (OC Wing) and 2IC of the cadet event happened to both be directors of the show. The risk here was their priorities. This was an event that Sussex did for years that involved parking thousands of cars over multiple car parks over a weekend. Generally without incident. Certainly never had an incident directly involving the car movements.
The year of that incident was the last. So clearly that got reported and someone pointed out the massive conflict of interest going on there.
Donāt think I was there for that fiasco. Might have left by then.
But Mrs HLT used to do E&O quite a lot. Iāll see if she remembers it.
I rink it would have been 2017 or 2018. It was the year where it was horrendously hot, and we were fairly low on numbers. Not a good combo.

Funnily enough I was chatting to the ACF at a local festival this weekend - they (at least their county) have been banned from doing car-parking and marshalling for years and were surprised we still did it.
