Was a long time ago and no cadets / staff involved but the original seemed to say nothing had happened - and this one did - was never reported but Iād assume there are other issues out thereā¦ā¦
Thatās all i was saying.
Iād leave it to others to suggest if this constitutes a safety issue and therefore necessary of a ban - Iād suggest not personally
The biggest risks Iāve come across when running these type of events is our ānormalā type risks. Climatic injuries/exposure and angry public. Which are risks that effect us in many other activities. And can be safely managed.
In fact the biggest incident that I am aware of happening was a cadet that ended up getting far too hot, got a nose bleed that was pretty serious, and the then OC Wing refusing to let someone drive them back to the cadet āHQā because the āhorse and carriagesā were arriving soon, so no cars were meant to be going through the car parks at the time.
This was Edenbridge and Oxted show, and the IC (OC Wing) and 2IC of the cadet event happened to both be directors of the show. The risk here was their priorities. This was an event that Sussex did for years that involved parking thousands of cars over multiple car parks over a weekend. Generally without incident. Certainly never had an incident directly involving the car movements.
The year of that incident was the last. So clearly that got reported and someone pointed out the massive conflict of interest going on there.
Funnily enough I was chatting to the ACF at a local festival this weekend - they (at least their county) have been banned from doing car-parking and marshalling for years and were surprised we still did it.
I have seen this at an event I did regularly when on a different unit.
As could be predicted there is a lot of hurry up and wait as we get there in good time. then a trickle of early cars then within 10 minutes it is a flood of cars as the whole county turns up. it makes for a busy morning with little chance for rest breaks or welfare checks if numbers are insufficient - exposure to the weather and lack of sun block did cause some pink faces by lunchtime when the need to direct the traffic all died down.
we learnt from that experience that although we only need X number to make it work, we need an excess to permit for breaks (the trouble being on top of coordinating the car park, we had our own stall and 2-3 other tasks the show wanted us to cover, so it was always a stretch to cover them all sufficiently. We started inviting other units to help after that and became a joint venture
Yep, we used to do Duxford - but built in a suitable plan of an NCO / SNCO in charge of a mini-group, with rotation rest breaks & floating member of staff for welfare checks.
Going back through all the other points, never an incident (but cadets always had a good briefing about risks, not to stand in front of a car as it was moving, etc, etc). Good fund-raising opportunity, engagement with the public, & of course, look round the exhibits / watch the air show for free.
For peteās sake - life itself is a risk !
HQ seems not to be aware of the ATC motto Venture Adventureā¦ or are we just waiting for the delayed comms to announce that it has been changed to āSafety in All thingsā.
All CFAVs will be required to have a NEBOSH qualification next !
My local ACF (Midlands) had stopped doing car parking even pre covid. Said it was because a cadet somewhere had waved car forward (prior to parking). Driver ran into car in front and tried to sue MoD. MOD pointed out that driver should be in control of vehicle so not their concern. ACF then said no more activities involving vehicle movement control. I got the impression it was a national ban
In the past when I have briefed cadets on car parking. I have told them to tell the driver where they need to park and not how to park the car. Never give detailed directions, just point to the spot where they need to be parked.
So Iām guessing weāre not getting any more information on this then, and weāll just have to once again wait for the FOIs to be returned to get any understanding of this ban.
I can see 2 seperate threads on VoP, one of which has 3 other replies with questions.
Itās all well and good being told not to FOI things and to ājust askā instead. But when we get responses like the HQ reply in the gliding thread, and the lack of response at all around this, it is pretty annoying.
You dont need an FOI to understand the ban, the organisation does not want to pay out for any potential claims, no matter how safe you make it, there is always a slim chance that something may go awry. As the MOD provise self indemnity, they do not want to risk using their money to pay for Mrs Miggins car to be repaired because perceivably a cadet parked her on top of a member of the public.
