Clearly the rules are very ambiguous as they can’t decide a penalty until after the race 
Surely you shouldn’t need to speak to the drivers and team. Either they broke a rule or not!
Basically means this whole race is not tinted as who ever comes out on top might be penalised and end up much further down!
