Loads, either way, they don’t care about any deterrent. Deterrent doesn’t work, so continually upping sentences to add more of it is a fool’s game.
And another argument against the death penalty. My emotional self often wishes we could bring it back when you hear about certain crimes. But then I’m aware that convictions get overturned decades later sometimes and the evidence is that the death penalty has little to no deterrent effect
Quite early on in my staff career, I had a cadet come to me with this exact concern - he’d seen another cadet in the locker rooms move a knife from one pocket to another.
Thankfully, my OC at the time was a copper, so it very quickly became somebody else’s problem!
I would, in all honesty, do the same again. Make sure the remaining cadets are as safe as I can, and contact the police in the most appropriate fashion - be that 999 or a quick word with the boss.
Then you have people like Venables who with Thompson murdered Jamie Bulger, paroled a couple of times and went onto reoffend using drugs and child pornography and breaking his licence. He’s up for parole again and will probably get it, what do you do with people like him, or Harold Shipman, Joanna Denahey, Ian Huntley and many others in the system whose crimes are so evil?
What about those as the three recent cases handled by Merseyside Police where people were murdered with firearms in the furtherance of criminality, nailed bang to rights and sentenced up to 50 years in prison as a minimum, or those released on licence who go onto murder again?

I pushed back on this with those up the chain and they have replied
it would not be correct procedure for us to demand membership follow processes/guidance
basically admitting that although the book says we can’t/shouldn’t they are in no position to do anything about it if we choose to anyway!
