How can I answer that question when I’m not present? If I’m on the activity, yes of course I can countersign it and have an idea of whether they follow it.
But as I’m only human I can’t be at every activity, so then I ask again what is the point in me signing something I’m not a technical expert in and potentially have no knowledge of.
Has anyone transferred over the Risk Assessment for the carriage of RAFAC personnel in Mechanical transport from the old HSEP 002 to the new 5010(C) yet? The Generic RA on Sharepoint is still on the old form and I was wondering if anyone had moved it over yet? (and would be willing to share)?
Is this actually needed as a stand alone RA? If you look at all of the new generic RAs on Sharepoint, most of them start with “Driving to / from event”.
I honestly don’t know. I’m no Risk Assessment expert - I’ve just been tasked with transferring to the new form. I am surprised that the generic risk assessment hasn’t been updated as this would suggest that all 900(ish) Sqn’s would need to do this work individually by April - and it is a long one!
Yep, this point seems to get argued over and over again. There’s so many things that seem to be fairly generic yet have to be done 900 separate times. Absolute waste of volunteer hours.

We are required to state that we will comply with the HQ policy…
If HQ choose not to update that old RA to the new format, that’s on their head. We just continue to comply with whatever they provide.
The Generic Risk Assessments do not have the name of the Formation or the name of the Assessor on them. Whilst we are thoroughly encouraged / expected to use them (why wouldn’t we?), we have to personalise it to the Sqn, add on any local differences and then sign and authorise it ourselves. If we were to do what you do and say we will comply with the HQ RA, that would be based on an unassessed and unsigned RA - so who would be at fault if an accident occurred based around that RA?
Indeed, that is normally the case with GRAs.
In fact, I can’t even find the words “Risk Assessment” or “RA” contained in ACTO 150 - and we are only required to confirm that we will comply with ACTO 150 and ACP 4.
Nor does anything related to transport RAs appear in IBN 06/20 “NEW AND AMENDED POLICY AND SAFEGUARDING GUIDANCE - TRAVEL” which repealed the travel policy and guidance in ACP 4 (which also didn’t contain reference to risk assessment).
All that can be found of that old RA is an IBN from more than three years ago which provides a ‘get it now’ draft RA and goes on to say that the finished version will be included in the ACTO when revised. The ACTO has been revised 8 times since then and nobody has seen fit to include any GRA nor state any requirement upon anyone to create an RA locally…
Further, no activity with which I’ve been involved has required the uploading of a vehicle/transport RA before being authorised, since the inclusion of the ‘ACTO 150 tick box’.
One wonders what the current policy actually is… Because it appears to imply that we don’t need one.
Perhaps the Corps hazard assessment for travel has concluded that if we comply with the controls within ACTO 150, then no further risk assessment is required.
TBH we could just have GRAs, this would mean someone with the ivory towers doing the work they should, so that we can get on with ours, rather than reinventing the wheel 900 odd times.
It is not required to upload a copy of the generic transport RA detailed in [IBN 010/18] to event applications for the event to be authorised. However, this RA must be tailored for local conditions, maintained at the local unit and it may be requested during event management audits or incident investigations.
So, every Sqn must have a RA tailored from the generic RA. So, if the generic RA is still on the old form, are we all expected to transfer it (at significant work and potentially coming up with 900 different scores on the scoring system) - or do we wait until the generic one has been updated?
Ahhh… Of Course… ACTO 10 - ‘Use of SMS’.
Where else would one expect to find the policy regarding health & safety of transport?.. Not in the Transport ACTO, not in the document that they ask us to confirm adherence to, not in the H&S ACP…
That’s right up there with sticking the requirements for a new Sqn Banner into the depths of the personnel regulations.
This organization’s file ‘structure’ (I use the term as loosely as possible) still defies belief. Even after all these years…
So I notice that there is now a few more GRAs in the new format, but I’m wondering if anyone has a set of generic RAs useful for the squadron? I’m thinking all the normal ones we keep on unit. Sports, bag packing, command tasks, comms, visitors and contractors, drill, band etc etc.
It’s looking like I’m going to be doing a full set from scratch and would at least love somewhere to start…
