And talon, one cannot blame the Army for not having very good standards and bearing. They cant even wear MTP correctly and smartly. But maybe they are also trying to appeal more to the COD/facebook generation by making things look “ally”.
That’s because it’s combat clothing for people who are in combat and outdoors a lot. It is easy to look smart when you operate out of 4 star hotel in another country we aren’t at war with with and the only outdoors you do is when you go from cookhouse to EFI. You creature. Punch yourself in head for me please.

In which case - UBACS are not allowed in the ACO - end of topic
Did you not read the sensible posts? They make perfect sense on exercises. When we wear loads of other stuff which aren’t in the regs. (Bush Hats, Gaiters, Snugpaks, Woolly Hats.) I wore one on exercise recently and it was very practical. Wicking where I needed it under webbing and rucksack. Padded arms for going prone. Perfect.

You can fit “pads” into PCS sleeves.
Buy a good baselayer, probably for cheaper. And better.
We arent allowed to wear them unless using, you guessed it, Body Armour.
And if its so practical, you obviously need to have a look at your “why things are seen” lecture. And not the Monty Python sketch.

Well it was free, so I think it will be hard to beat on price, and like you said it’s a base layer so I wore it under a smock. (Which doesn’t have the pad sleeves). It’s a practical combination of clothing items which I found worked well.
I read the sensible posts - the Under Armour Body Combat Shirt has one purpose… to be worn under body armour - Navy, Army and Air Force have strict rules stating not to be worn unless Body Armour is to hand or being worn - none of that applies to the ACO as Osprey plates are restricted item. Its a simple no. The other items “could” be a health and safety thing and I would argue that if needed - i.e on a night ex I would rather see a cadet in a snug pack if they suffer from bad circulation/cold core than say “No Snug Pack”.
i struggle to see why anyone would give a mouse-sized poo.
its a shirt, whoop-de-whoo. i don’t doubt there’s an element of walting involved in some people wearing them, but if people find them comfortable, free/cheap etc… i can’t think of a single reason why anyone with a grip would consider exercising themselves over the issue.
(Sadly there’s no exasperated wink. this is as close as I can get:  )
I and may other WO’s get bombarded with emails complaining about dress regs - often as Sqn level, then we you point out the error its followed by “xyz did it in the Air Cadet Magazine” or its on the ACO official social media of one sort or another -IF people want to wear UBACS, Black combats, desert boots, blah, blah, blah (its still wrong and I can’t condone it) HOWEVER DONT GET PHOTOGRAPHED
