It is explicitly prohibited if the officer is able to get out of the way of the vehicle. This situation is mentioned in the rule book. He might have gotten away with the first shot as it was from the front before he got completely out of the way, but all the follow up shots were through the side window, which means there was no justification for it. I really can’t see how this can be seen as anything other than an unlawful act.
He put him self in front of the car. He had completely clear space around him to get out the way. And indeed he did get out the way. Wasn’t exactly even hit, stayed standing. She literally reversed to avoid hitting him.

In England and Wales that year, there were two.
Adjusted for population, the figure in the US would be between 8 and 10.
Adjusted for the fact the US police are notoriously aggressive, free from any kind of oversight or accountability, are poorly trained and are a law unto themselves, the number is more than one thousand three hundred.
