Why would they need to do 20 OSCR returns?
Close all but 1 of the charities… then you have 1 return instead of 20. Much more efficient use of time.

Next civ com meeting, we are going to vote in a new constitution.
That only works if the members of the charity with voting rights agree to close the charity.
Middle ground could be to allow wing civ com to manage the funds on behalf of the charity like they do if the sqn does not have enough members to form a civ com. This would still require the charity to agree.

Ish. Again, the mandatory clauses say that the Air Cadet Council could dissolve the association (including the committee) - the association (and committee) don’t get any say in that.
They can’t force a charity to have a specific constitution, and I know many CWCs won’t be using that standard one, even if policy says they must.
I really hope that all this speculation is actually wrong. If it’s true I think the organisation will end up killing it’s self from in-fighting.
The ACC has no control over how the charity is run so they cant force them to do anything. I really hope the civilian committees in scotland fight hard against it.
And, like others have said, if they are forced into merging, simply spend all the money first, handing over the bare minimum.

The problem isn’t just spending all the money. It would mean all the assets also now belong to wing too…
The assets are non-public stores such as radios, AT kit or other equipment, that belongs to the Squadron Association through the Civ Com.
They can’t force a charity to have specific constitutions. What they can do if they want to be Richards about it is declare they will only deal with charities with certain terms in their constitution. That means no public funding, uniform, VA, access to flying, weapons, insurance, SMS, ultilearn etc.
Would be an interesting battle of wills
It would be interesting to hear a legal opinion if such actions were to happen, plus the undoubted political fall out from such an action, in particular if a number of units clustered to fight any such action.

If they don’t keep their own assets then a system needs to be put in place to finance them*
I choose SOVs as its easy to understand but same can be said for AT/paddle sport kit, radios and/or LPW.
*by not financing some itens like SOVs its a route to get rid of SOVs without actually banning them
