To be fair the government only agreed the new legislation 2 hours ago. Although we did already know pretty much what was going to be agreed upon!
It needed NYA to make a decision. Which needed HMG to make a decision.
To be fair, the writing for NYA was clearly on the wall on Sunday - but they decided to lobby for an extension of Amber over a switch to Red - because of which it got dragged out.
NYA made the decision public at 3pm (along with a very good webinar). HQAC were still discussing afterwards and the letter trickled through COC channels thereafter. An email to all would’ve speeded it up rather than relying on the CoC who may/may not pass it on immediately.

Have you actually seen a copy yet officially? I’m wondering if the ‘don’t share on social media’ bit was so that a nice letter could be sent to all staff in the devolved nations first to explain the reasoning?
