Who ever gave you that guidance realises that you don’t have to have all staff in bubbles, right?
If your spare from bubble A needs to cover some emergency from Bubble Z then you’ve most likely cross contaminated the bubbles. just keep a couple as floaters, not involved in any bubble, but getting on with other sqn admin.

Seen a Sqn Liverpool way that due to tier 3 lockdown their Sqn can’t open as planned.
Wonder if that’s a local or regional decision
Or as above, just because the staff don’t want to risk it. Just because Boris says it’s still okay, I can understand why people might be worried.
