Wing OCs meeting last night was told that bubble removal was imminent, but date tbc.

I suspect it is down to the lack of legal restrictions. Now it’s down to the organisation to risk assess and determine what they consider meets their duty of care to the organisation members, given that COVID is still a thing and the majority of our members (cadets) aren’t vaccinated. It was probably easier to just follow what the NYA said beforehand as a lot of it was based in law. Now, not so much, so I expect the burden has shifted onto the head shed a bit.

Just a guess - I may be completely wrong. Even so, it’s been less than a week - guidance document update, peer reviews etc can easily eat that up.

My bet would be beginning of September - summer holidays, traditionally reduced numbers, low ability to plan many off site activities etc

What I dont get is why a few scenarios weren’t worked up and ‘wargamed’ in advance by HQAC.

Then once Govt released their words, HQAC could have within that week between boris speaking and law taking effect, finnesed it. Releasing it live on the Monday…

Surely that is not beyond the wit of man!

Also wondering if they are waiting for the 16th Aug, after which young people dont need to isolate if in close proximity to a case.

It’s not impossible that a fair few people in HQAC are on leave at the moment given it’s the summer holidays. Possible that the people who need to be there aren’t at the moment

Because that’s missing out the NYA step.

Govt words -> DCMS / DfE -> NYA -> MOD/RAFAC

The government words/legislation changes still have to be interpreted and applied to the sector. That in itself has legal implications which have to be reviewed and passed through the lawyers no doubt. We then wait on NYA guidance and apply it to our own organisation.

Govt words -> MOD RAFAC puts us at risk of implementing policy that would be out of step with the ‘best practice’ promulgated by the NYA that would mean we are, as an organisation (and as a series of duty holders) exposed should anything go belly up. Reputational risk and so on is still a key element of this - as an organisation I can’t imagine we’d want to be seen to widely differ in our approach to the other national youth organisations (i.e. we review the sector guidance and amend to suit our situation).

I said to prepare stuff.

There was a week in between boris pronouncement and the law changing.

Hqac should have used that week to prepare something ready.

Even if only 50%.

They could have then taken the NYA guidance once released. Incorporated it and then released their guidance.

Rather than this long delay we are now experiencing.

Schools dont break up until end of this week start of next week.

How can they prepare stuff before they know what position the sector will take, based on them having taken formal legal advice?

Would you hear the Govt words and just crack on with your own, on-unit rules? Have you done? If not, why not? Based on your logic you should just chin it all off and simply not bother waiting for HQAC and do your own thing. It’s your trainset after all.
