IBN 013 - 2021: 3822A & 3822H

Most my parents are saying they havent recieved the email :man_shrugging:

It does not look very widespread at all at the minute.
On my Sqn, at least 75% of parents havent recieved it.

I know for 100% fact that their email addresses are correct in SMS.

It’s going to take such a long time. Not just to check and upload the forms but the chasing parents. I’ve just had an email from a parent asking if I could resend the form as they’ve not got it. I’m short staffed as it is and this might send me over the edge. Sorry cadets, no activities for you, I had to decide to do 3822s and not RA/SMS applications so you’ll just have to wait.

I wonder if notify is playing up.
I had a confirmation email from the NHS the other day which took three days to arrive.

Some of the discussed points have reached Vov, amongst other valid points.

Good points by the OP - no-one in HQ RAFAC has joined all this up to consider the workload consequences.

Sounds as though there’s some miscommunication between Up Top and Down Here…

The system may well have been updated “some time ago” to create an Ultilearn account once a CI has been added to SMS… But the practice here is still that we send application paperwork to WHQ, and then wait (and wait, and wait) whilst that goes all the way up the chain to HQ and then back down.
WHQ are not creating personnel records for Probationary CIs until they receive the paperwork which says that their appointment has been confirmed by HQ.

(Sqn Staff were expressly forbidden from creating records for new CIs ourselves, as we always had in the past).

Does this actually happen though? Because for the last 6 months or so no ultilearn account has been created for my new cadets when they are added to SMS

Fortunately, the VoV post has been updated by the originator who’s explained how it ‘works’ on his wing, which is exactly as described by yourselves.

Hopefully another instance of Wings making crap up, rather than RCN being out of touch.

Indeed. I think that the reason that was forbidden was because it became apparent that Universe did not reflect reality. With new staff sitting happily on SMS it was too easily missed at Wing level that HQAC hadn’t done their bit.
Everyone down here was happily working away and nobody knew that the ball had been dropped somewhere between Wing and HQAC. Many balls had been dropped and missed, sometimes for many years.

Upon the grand rectification I magically regained onto SMS three long-retired staff and one came back from the grave.
I know for a fact that all relevant paperwork had gone to Wing but Universe had no idea.

The trouble with this change is that it didn’t fix anything. It now meant that SMS reflected Universe, but the balls were still being dropped. It took almost 2 years to get three of my new CIs through the door and properly paper-worked.
As a result of the length of time it took ‘up top’ they had to repeat their DBS and resubmit a complete set of application forms, because someone had decided the change the form during the waiting period. I’m amazed they stayed.

We used to be able too as well, but as @wdimagineer2b this is now expressly forbidden! (at least in their and my wing)

Trying to to deviate from the topic too much!

This is a Perm Staff issue, as per the IBN that removed CFAVs from adding new CFAVs (Admin Burden Reduction), WHQ Perm Staff are supposed to create records once all application paperwork, inc DBS & BPSS, have been completed and submitted to HQ and then update the Service Number once confirmed.

IBN 34 2020 - Creation, deletion and routine changes of CFAV Bader records to be limited to permanent staff only

Appointments - records on Bader SMS for new CFAVs should only be created once a BPSS and DBS have been approved, and application forms checked and passed to HQ RAFAC for final loading on Universe. This must now be done solely by the WHQ, and not CFAV, as they are best placed to determine when all the appropriate forms and processes have been completed whilst simultaneously reconciling all existing records against Universe (flow diagram at annex refers).
