that would imply there are 8 people with higher responsibility than Dawn (ie a 2 Star) in your model.
you also indicate that “2 or 3 could do something more useful” - would it really take the interest of someone (let alone 2 or 3 persons) at a 2star level to care about this???

You have to take into account employer costs which add upwards of 50% to the salary figure.
Something that was explained to us years ago when we were arguing for extra staff. So we had to go away and come up with greater justification than, “we would like, just to give us some slack in the system”.
The on-costs would be one reason we’d never be employed in the proper sense of the word.
Whether it’s in their interests, obviously it won’t be, but it would nice for them to do to show they “value our volunteers”.
Rather than x thousand calling insurers they do the leg work.

And then get a statement which, because it doesn’t relate to a specific policy - is rather less useful than the one you can easily get?
