My old Sqn CWO was the only person to have Golf cyber in the wing so was made Dep Radio & Cyber officer, If a Staff cadet is the most qualified for a position, I don’t see why they shouldn’t be the one to fill it.
It also causes les trouble for them if/when they transition over to staff
