Can a commission transfer?

Afternoon all,

Asking for a friend who doesn’t use the forum. If someone was a 2Lt in the ACF, could they transfer to the RAFAC with an appropriate change in commission to be a Pilot Officer? Or do they have to restart, even if they have relevant qualifications (“M” Qual, FC Skills, etc)
