Referring to your dates, add your 6 month CI service “break” to the date and you should be ready to apply in Feb 2020

I thought any break in service between CWO and uniformed service of over 6 months meant that CWO service could not count.

There can be a break of up to 2 years

Note also that it’s not “CWO Service” it’s service as a cadet beyond the age of 18, up to a maximum of 4 years. Rank is unimportant.

I thought it was just cumulative now, so the breaks can be any length.

No, service must be “continuous” (with the excepted periods permitted as below). Anything else will be considered a break in service and thus earlier service prior to the break will be discounted.
