Yes, it’s idiotic that IBNs are the policy, not just an explanation of an updated policy document elsewhere.

Navigating the Sea Cadet regulations by comparison is a breeze.

Always thought the meaning of the IBN was that No2B could be worn with a jumper, but someone had to use far too many words to describe this and now everyone is confused…

It just means you don’t have to wear a tie with a jumper unless it’s specified for the activity/event.

Just bear in mind that most of the time when cadets are told to wear light blues it’s probably because they’re doing something more formal, so I would assume you need a tie unless specifically told otherwise.

Exactly, and the way a tie is specified is by prescribing the dress as No. 2 (full) or No. 2A SD. Therefore, in these forms of dress the tie isn’t optional.

The extra wording to allow for circumstances where you have a mixture of personnel in long and short sleeves (quite common in the RAF, as it’s rare to prescribe either 2A or 2B: it’s usually just ‘normal working dress’) and people put jumpers on, you don’t have a situation where those in long sleeves have to keep their ties on and those in short sleeves don’t have to wear them.

Based on how the update to ACP1358 has been written I think you should still specify with or without tie, even if you say No. 2 (full). The option to not wear a tie has been written into the description for No. 2 (full).

Incorrectly. No. 2 (full) SD includes a tie, as does 2A. I’ll dig out the corresponding chapters from AP 1358 when I get chance.

Not really though. You either wear the RAF uniform (properly), or go your own way like the Air Scouts. That’s why it says “By authority of HQ Air Command”.

But if the RAF powers that be are happy with the contents of ACP1358 (which they must be on the basis that it’s been published) then that is wearing the uniform properly. It might not be in the same way that the RAF proper wear it, but it’s still correct.

And let’s be honest, I see more regular RAF wearing uniform not in accordance in the with regs than in accordance with it. If the parent service don’t care then why should the RAFAC?
