I see it as neither of (as admitted) these poorly phrased false dichotomy and probably should be:
Just as an aside I was under the impression that one of the duties of an officer is to lead and develop the staff and as such I have worked, trained and developed people 15 years or more older than me (not what I would refer to as youth!).
As such referring back to the OP I would have to say I am the 2nd option by default as I am not a youth worker due the wide variety of ages I work with. You also have several officers & CFAVs who no longer work directly with the cadets, being dedicated purely to training adults (I’m thinking primarily of SATTs).
Not to say that I believe in walting around or that I can lead troops into battle but an officer should be focused primarily on the needs of the staff (who in turn look after the cadets). As such describing officers as ‘youth workers’ is inaccurate.
Volunteers Coordinator might be a more accurate option.

You’re right CT, these are some of the duties of an Officer, but they are actually outcomes rather than objectives. The objective is to train Cadets, but this may require training or management of Staff in order to actually deliver the training (SATT’s train Staff who train Cadets).
So Staff become enablers and the training of these Staff become outcomes - we don’t exist purely to train Staff and on this premise I include SATT’s, Wing, Region, HQ and ATF.
