The Department for Culture, Media and Sport (DCMS) commissioned an independent provider to conduct the Youth Enrichment research.
This exploratory research examines enrichment: how stakeholders across the education and youth sectors define it, who provides it, and young people’s experiences of it.
This paper is intended to support discussion within DCMS and between DCMS and the Department for Education (DfE) about how enrichment can be further supported.
The research is based on initial scoping consultations, a desk-based document review, interviews with education and youth sector stakeholders and focus groups with young people.
Noteworthy that RAFAC (and other CFs) do not appear to be a part of this report, at first glance.
The whole report is looking at how enrichment non-academic activities can compliment the standard schooling so the cadets are a little out of scope. Notable scouting isn’t mentioned either.
What it might call into question is RAFAc focus on academic qualifications rather than the other skills.

But absolutely agree with your final point. We’re no longer a training organisation for the regular forces, so there’s no need for us to be academically-focussed. We also all state how the kids escape school just to come to us and be schooled, so it’s not within keeping within what the kids needs.
