They totally mucked up all the medical tests for a close family member - after a yr(!), they decide to bin the RAF aircrew option & went for a civvie career & they are doing rather well at it!
Apparently, Serco was the only bidder! 
Unfortunately, Serco and Capita are the only real outsourcers of choice for UK Gov for these types of activities so no real surprise.
By the time the staff involved TUPE over to Serco it will only be any processes that will change.

No major recruitment agencies = rather telling!
I think there was another company who went no bid eventually though, not enough margin / too much pushback on actually doing things slightly better than the cheapest possible way.
There are others that are almost as big but less well known - I used to work for one of them called Ingeus.
But they all have the same problem; their only measure of success is profit for the shareholders, who are often overseas. Therefore they’re only set-up to move British money out of the UK.
I’ve always wondered that with the proliferation of public transport contractors that are overseas - and often state - run. We have Dutch, German, French and Hong Kong entities, iirc one of the London bus contractors is actually the Paris transport authority, RATP.
