Whats it like to fail a level?

You know, those levels you are when you are in a certian year (ex. Level 3 for 14-15 yo.)

When you fail a level, are you ineligible for a promotion? Or you still get promoted? If so, what was the most held back cadet that never progressed (if you had any?)
