As far as JSP 814 is concerned, yes.
PERSONNEL INSTRUCTION NO 501 TERMS OF ENROLMENT/APPOINTMENT AND CONDITIONS OF MEMBERSHIP FOR
AIR TRAINING CORPS CADETS says yes:
Membership of other organisations and cadet forces. Cadets are permitted to be members of more than one organisation (eg cadet force or University Air Squadron) at the same time, providing the commanding officers of the units are aware, agree and that this is not at the expense of young people on a waiting list…

I don’t see what the debate is here, Precedence of Orders and Instructions is easy enough. JSPs, APs, ACPs, then other instructions and notices etc. Lower level instructions can amplify, contextualise, or give further detail, but they can’t countermand the higher publication. Therefore, if JSP 814 says it’s ok, it’s ok.
Cannot see a problem, over the years I have had a number of cadets who have been both ATC and CCF(RAF). They have been very good and most have become Cdt SNCO’s.
Agreed, I’ve had a couple of CCF cadets too and they’ve been superb, one was a Leading Hand CCF (Navy) and an ATC cadet as he wanted to be Navy aircrew (and he now is!) and he was eventually my CWO. The fact that these people want to do cadet activities as often as possible should, in general, be a pointer to what they are like.
Interestingly, I think the initial issue of JSP 814 said no to being members of two MOD-sponsored cadet organisations, so I wonder why there has been a change?
What about staff volunteering their time at another cadet force?

However… they’d be mad to do so. I mean really - unless somone has no other job just do one and take time to smell the roses, live life, socialise etc etc. Being in 2 cadet forces at the same time (as staff or cadet) doesnt make sense!
What happens with regards to insurance? Are you covered? Who by?
You are covered by standard MOD indemnity. If an individual cadet force has purchased additional insurance you are covered by that when on duty with that cadet force.
