He’s a Commonwealth Citizen isn’t he? Canada seems a good bet in that case, with the added benefit of rubbing Trump’s nose in the fact it’s a Commonwealth country and not the 51st state.

They’re being deployed by the federal government though, which is unusual.
Normally the guard get deployed by the states governor, but in the case, he’s said they’re not needed.
The president can “federalisze” all components of any national guard
Knowing this it’s odd knowing governors don’t promote the legal “state guards” instead
