Well considering the US was isolationist into the 1st world war then number is significantly less than 46, you also have to consider the risk that Vance gets it next (I doubt it but it’s a chance).
Ultimately a pivot away from the US is a “them problem”, likewise ignoring things like their desire to change the NATO standard round, any future standardisation should be based on what Europe wants not the US.
The change to the constitution to allow that would be as hard to get through as allowing Trump a 3rd term and Trump has far more chance of winning an election than Vance.
