Can anyone help with the correct procedure for asking to transfer to another Wing? what and who to ask and what paper work needs to be handed in.

You need Pers Form 1-04 from the forms section on Sharepoint.
You need to speak to your new unit commander and get the form signed by all the names it asks for. Such as your own Sqn Commander.
Transfers are initiated by the losing unit, so you need to raise the form as mentioned above and pass it through your chain of command.
Depending upon the reason for transfer and how far you are going, then you could, with the knowledge of your chain of command, approach OC of the new Wing to find out if and where they might want you, to help with the process.
