My understanding is that this trial has been discontinued - certainly locally. The push is for cadets to become CFAVs as early as possible.
The best way forward, assuming I’m not missing anything, would be to actively manage their transition to CFAV status as they become adults in every other way and start joining the world of work/uni. Can’t imagine UAS/OTC vs being a cadet being that attractive.
Then, if an ex-cadet, allow them to continue accessing some benefits they currently enjoy to lessen the blow of becoming staff and continue to invest in them.

I think I saw it in the “too hard to handle pile” of TK’s handover pack for the next Commandant.
It was either there or the “post resignation back burner” that had the gas disconnected due to budget cuts.
