In general terms Designated National Bodies registered with the Traffic Commissioner are authorised to issue Small Bus Permits under the Minibus and Other Section 19 Buses (Amendment) Regulations 1996. The Air Cadet Organisation (ACO) is such a Designated National Body. This allows certain non-profit making organisations, including the ACO to charge for transport services without complying with the Passenger Carrying Vehicle (PCV) operators licence or the PCV driver licence requirements. But the services must be provided for the organization’s own members or for groups of people whom the organisation serves. Such organizations may not provide services in this way to members of the general public. Permit vehicles cannot be run as part of an activity that is itself carried on with a view to making a profit, and any charges must only cover running costs. However, a charge covers more than just the payment of a fare. Any payment in cash or in kind, which gives the passengers the right to be carried is considered to be a charge. This could encompass part of a larger payment even if the payment is not directly related to particular journeys, eg cadet subscriptions.
Sorry to revive this old topic, but i was wondering, how do you calculate a reasonable charge, that covers wear and tear, fuel, repairs, insurance, tax etc without making a profit, or a loss for that matter? Is there an acceptable pre determined rate already set, a bit like the mileage rate staff get paid?

what is wrong with that price?
use that for the journey, divide by number of passengers…it could end up being 50p each but so be it?!
