What is a SNCO workbook? Because some of the requirements for SNCO is to complete it yet I can’t find it and I don’t know if its outdated…
At Corps level there is no such thing.
I suggest you ask your staff as it’s most likely a thing special to your wing.

We have a SNCO application process guide but this workbook marlaeky sounds like more work in an already painful process

The qualities of an SNCO aren’t really something you get from filling in a workbook. That’s more of an AS2 to AS1 thing.
