In the past there was a payment, although only for VRT. If you left within 3 years afaicr after joining there was a sliding scale of the amount you had to repay. I bet this is/was never collected but was certainly in the old AP1919.

Re: not paying junior officers, I simply couldn’t have afforded to do this role if I hadn’t been “paid” for it. When I first commissioned I needed advance pay claims just to afford to pay to go on camps.
Fortunately, a few years on, going away with the ATC is a considerable pay cut. But if we want to encourage more young junior officers (which I think we need a lot more of.) They need to be paid/receive their Volunteer Allowance.
An area I didn’t consider tbh. I am in a fortunate position much the same as yours.

Officers (both RAF and VR(T)) have always owned their own uniform and it is theirs to do with as they wish.
30+ years ago, officers were given a cash uniform allowance at commissioning, which they would then take to a military tailor and purchase their No.1s, No.5s, etc. However, many officers would buy the cheapest uniform they could find and would then pocket the difference, so the RAF then paid the allowance directly to an authorised tailors to provide initial issue of such items (now Turner-Virr).
Working and combat dress uniform was/is issued free at initial kitting.
After initial kitting, officers are not entitled to free replacement of uniform, so have to purchase their own.
As has been said, it used to be the case that if you left within three years, you had to pay back a portion of the initial uniform allowance. I think that was scrapped when they went over to direct payment to a single tailor.
