Public spaces for events

What are the rules surrounding use of council owned public spaces (such as woods or public parks) for running events?

It can get a bit complicated depending on if this is a local area, ie within walking distance (EUF), or an area further away (LTA). It then will also depend on what you are doing, ie map reading or sports vs field craft. It will also depend on if this is regular use or a one-off event. For a one-off event, you need a full sms application and permission to use the land. You may need TOPL, again depending on what you are doing.

An EUF is defined as “Areas directly adjacent to a unit1 headquarters can be assessed and approved as an Extended Unit Footprint (EUF). EUFs can be used as training areas to conduct low risk training events on both Parade Night and Non-Parade Nights”. Details for this can be found here.

TL;DR is go to someone at WHQ with what you want to do, and where, and ask what they want from you to allow it.

I’d also get in touch early with your Training Safety Advisor (TSA). Ours is very helpful, particularly with this sort of query, and your TSA will likely need to agree that the space is safe for what you’re wanting to do.
