I know personally of much confusion around these decisions simply because people use the term “PiPE” as a generic replacement for “activity”.
You might be asking “Is this a PiPE or [other/misc/etc]?” but they hear “Do I need to bother putting this on SMS?” and reply telling you that you must create a “PiPE for your [insert event which clearly isn’t public here]…”
