Hello! If I’m at an event with cadets in uniform, who I know as a cadet myself, but I won’t be with them and will be in civilian attire, do I still need to address them by rank and surname?

Out of respect for them while “on duty” I would recommend referring to them by their rank.
If you’re both in civvies (and friends outside of Cadets) then first names wouldn’t be a problem
