With all the drive for females to be allowed to wear their hair down, wear trousers, etc, when will male cadets/staff be able to grow their hair below the collar or wear skirts?

It should have happened already IMO.
That’s the line Oxford University went with with academic dress - anyone can pick either of the two authorised ensembles, which used to be the male/female versions.
