Details of through who, costs, paperwork requirements, etc. Present one getting long in the tooth and needs replacing.
So are you looking at buying brand new through the MOD?
As pEp says, HQAC only released details of the MOD discount scheme where you pay HQAC and they buy it through the MOD for you. You get ~29% off before VAT and RFL.
If that’s the case, that will be a ‘no’; go it alone with local companies and potential of grants and sponsorship.
You can still get grants and sponsorship to buy the new bus…I’m a bit confused.
HQAC are just the purchasing arm. You decide where the money comes from before???

That’s impossible to answer unless you are more specific with options. The price changes with engine variant, seat number and all the other normal variants.
Go on the Ford website, download their minibus brochure and price list and then before you add VAT apply about a 35% discount. That’s roughly the price you’ll pay.
But don’t forget all new Transits are too heavy so you need to have a D1 to drive one.
You can pick up a Minibus Lite brand new for just over £30K depending on what options you go for.
