Firstly we had cadets all through the period when there was 2 years National Service. Not sure if it had any sort of effect then.
But 1 year is only a way of massaging the out of work figures among the 18-24 year olds, given education or work is compulsory up to 18. Smoke and mirrors.
Regulations shall also provide that the scheme shall include—
(a) a residential element, requiring that participants live away from home; and
(b) an element of public service, comprising one or more of the following to be chosen by the individual—
(i) charitable work,
(ii) social action,
(iii) care for the elderly or disabled,
(iv) overseas development activity, or
(v) work connected with the National Health Service, the emergency services or the Armed Forces
seems pretty much like an extension to school based on the Scope, but a school with a disciplined approach to teaching building on what i got taught in those awful Personal, Social and Health Education (PHSE) tuitorial lessons in school
the second bit reads much more like community service as ditched out by the courts…
It’s not NS it’s a way of getting the 18-26 year old group off the dole numbers. To me it looks like a year long Prince’s Trust. One of my nephews’ did PT a few years ago and all the elements look remarkably similar. The only thing not in there is a work placement and fund raising for a commuity project. They did up a “village hall”.
They’ve dealt with the 16-18s by making education/working compulsory to 18. How long before they dream up something for all the 50-60 year olds made redundant who struggle to find work as they’re too old and probably not got a qualification but bag loads of experience.

Its a private members bill which means it won’t get anywhere.
Its 2013, not 1913.
Whilst there may be some benefits, national service is a thing of the past for civilised modern countries with professional armed forces.
Quite a few “civlised modern coubtries” still have it. Austria, Norway, Finland and Israel spring to mind.
In some it is not always military service. My friend in Austria served in the Ambulance service for his.
None of these countries have what I would call professional Armed Forces trust me I have worked with them they just lounge around on gates with bright blue hair and more metal in thier faces than you can imagine…

You are spot on!!!
Lets face it if its only for one year what would they do? Most training is over a year.
Must admit I am biased National Service is a bad idea anyway and bad for the Armed Forces when jobs are being cut from the people that want to be there.
I have just had a read of this Bill and it is a huge joke!
Having worked with National Citizenship Scheme in my day job my opinion is that if the scheme were run as badly as the NCS then it would be of zero benefit to the country or those participating.
