It might be worth looking at grants with your civ comm as a collective “boots and shoes library” we did this a while back. Youth/adults shoes and boots size 3-6, as we created an order with a supplier for circa £2500 worth of boots and shoes, with the average price that we agreed, the stock level was approx 60. Across the 3 sizes, our “library” system works as a loan of the shoes/boots. The agreement is to return them in a clean working condition and you can then trade them for a new size, using our stock. We are very reliant on honesty but have been fine so far. In general shoes and boots size 7+ are easier to obtain off the likes of e-bay etc.
