if we’re starting a new tender, start from where we want the scheme to be not where it left of from the old contract.
it would seem this wording is accepting Cadets flying to solo standard isn’t an option for U18s unless via a VGS…

Doing what is easy, rather than what the organisation used to do well…
As opposed to “new tender, new process that allows the age to broaden while keeping risks ALARP”.
