As I have been invested as the Mayor’s Cadet, will it show up anywhere on Cadet Portal? Like will the second brassard be in the Uniform or my brassard section?
As far as I know, anything on the second brassard won’t show up in Cadet Portal such as LLC or Mayor’s Cadet. I may be wrong though as I’ve not had such a cadet on my squadron since Cadet Portal’s release.

No, nothing in terms of My Brassard etc. The badges are all different depending on the geography and there is no central standard.
What I would recommend doing is adding it to the cadets awards section to ensure it is on record in SMS.
