We do plenty of archery, but we promise , when youngsters join, shooting!
We need space and resource for pioneering, and if we can’t even get meaningful Fieldcraft going , because of outrageous restrictions, how the flipping heck are we going to authorise Pioneering? LOL ( Our local scouts have a barn full of pioneering equipment which we can’t go near because of our regulation!)
I’ve never seen any “regulations” regarding pioneering 
Also, with the scouts you can take your rco ticket and start running civilian shooting with them.

I have a pioneering risk assessment from last year…Have they changed the rules or was I lucky last year?
Pioneering is all about getting logs to stick together, I’d respectfully suggest that you stick to the topic here.
