Civilian hire companies - the same ones who provide currently for whitefleet hires through “Phoenix”, though if you only ever use locally-scrounged MOD vehicles you might not be aware of the Phoenix whitefleet system.

Firstly without a MOD90, you cannot have unescorted access, so that apart from going for the preliminaries you cannot get into to the base especially to get your hired vehicle - bearing in mind that some MT may not be manned 24/7.
Also ACO do not have priority over service requirements, and just for the record there is a new issue of JSP800. From that it is clear that the service applies the same rules on driving hours and vehicle checks etc as applies in Civvy life. So it brings into question whether you can drive Cadets and supervise them without taking a break - safety should be paramount.
MT white fleet is usually an out sourced facility, and the providers tend to hold an Operators licence which brings penalties for infringements.
And if you go into the D1 category, you could also need a Driver CPC with 7 hours periodic training per annum, which can cost upwards of sixty pounds per session.
JSP800 has an interesting paragragh where it says - No one has authority to cause a person to break the law.
And on the question of hire charges - maybe you need to win the support of your Civcom, especially if it in the interests of furthering Cadet training.

Leconsfield get you through the D1 test - there is then no need for CPC following that course unless taking your diving into a career
So I attempted to get a FMT600 today; rang our parent unit (which happens to be 66 miles away) last week and asked what would be required of me. I was advised to bring matrix test pass chit, DVLA check code and driving licence and they’d be able to write one up for me. Tipped up at the guard room today and given directions to MT and an unescorted pass (I’m a CI). Got myself round to MT and was turned away saying I need to book on a course, next one is the end of June. Complete waste of my time, effort and diesel.

It’s better if you can to get a course specifically requested for CFAV as there’s sometimes a friendly MT bod willing to do a Saturday - especially if they understand that they aren’t dealing with 18 year old infantry troops and forego a lot of the dumbing down.
I spoke to the MT licensing lady at our parent unit and was booked onto a full day course (10-5) with death by PowerPoint before a familiarisation drive. It was me and three regulars.
