EUF - Process question

Good Afternoon All,

Hoping that the hive mind can answer / clear up a question regarding EUF.

We have a council owned green space adjacent to the squadron / TA centre, which would be ideal for playing (football, rounders etc).
I have gained authorisation via email from the relavant council dept to allow this activity on our parade nights.

My question is that looking through ACTO 013 on first glance it needs our TSA to sign off on this along with a ToPL to be submitted to the DIO

The note 2 in small text say - “EUF that are used on parade nights do not require Bader Authorisation - if used on non parade nights then authorisation is needed”

As we only are only going to use it on parade nights do I need to submit a request to the TSA ?

I believe the use of the EUF requires TSA approval no matter when used.

The bit about parade nights refers to a bader authorisation for the activity. ie, if it is part of the units normal training program on a parade night then the use of an authorised EUF is fine. If it is an activity outside of a parade night then further authorisation via Bader should be sought.

this is how i understand it.
to have an EUF it needs to be a approved by someone to be deemed “suitable” in both distance from unit to be considered an EUF, and in its suitability for its intended use - a wood for rounders would be a no-no for example, but ideal for fieldcraft training.

once approved the EUF can be used as if it were attached/adjacent to the compound perimeter and so no separate SMS application required to use it

You are very lucky, our council want to charge £80 per year for the use of the ground that I can use for free if there with my family. When I tried to explain we manage to keep 80 young people off the streets twice a week they still wouldn’t budge. Sadly its all about the money.

In my Region the EUF needs Topl and the ground must be accessible without the need to cross a main road.

Same here. Local council charged us ÂŁ100 per year for use of park land plus ÂŁ100 admin fee and an additional ÂŁ1 per year to do drill in the car park outside the squadron, but also with a ÂŁ100 admin fee. So ÂŁ301 to make use of the EUF and stick within the rules !

Wow, ours sounds like a bargain. I do find it wrong that councils get away with this yet have problems with anti social behavior with young people hanging around. Not very joined up thinking IMO.

Woodland near us, not council but owned by another public body, fully accessible to the public and with rights of way across it, want £80 plus VAT for each and every time it’s used.

The logic with charging is that public right of way or public access does not mean you can use things commercially. A lot of places add a small charge for people running things like yoga sessions on public green areas, or professional dog walkers.

What should be happening is charities should be getting these charges waived. If that is not happening, I’d email a few of the actual elected councillors to look at getting the policy changed.

We have discovered after going through this permission process for a few years directly with the council that is was resolved very quickly with no cost when we briefly mentioned this to the Major on a visit. (We have found that they can be a great force in getting through council blockages)

Another good example of how useful it is for us to engage with local council politicians. They understanding local issues and opportunities, including funding, and how the council operates.

Sorry - I’m a newbie. What does EUF stand for?

Extended Unit Footprint (I had to ask that very question in evening prayers on one of my first nights).

It’s an area next to or very close to the Sqn HQ that, once approved, can be used for some activities without having to go through the full SMS event approval e.g. sports on a parade night, basic navigation training on a Saturday morning.

I think every Sqn should have an EUF, if at all possible, to get cadets outside and offer more opportunities.
