Eliminate the invaders without striking Ukraine… whilst showing they are preapred to escalate…
To be honest I doubt they would bother to evacuate, they would use the tactical nukes and blame the US/NATO
Very simple to allow a salient to happen, by withdrawing and then lob in a low yield tactical nuclear weapon fired from something like an Iskander system or a TU95, on their own territory, no fault no cause belli.
Very high risk - any radioactive elements found their way West and it would be Art.5 time.
Using a nuclear weapon on home soil against a foreign invader.
The radiation fall out on NATO counties would not be enough to spark article 5 as that could be claimed as unintentional & would have enough fudge factor like after Salisbury cathedral.

In particular a low yield weapon and even if they still have even though they are banned a neutron weapon using high intensity gamma radiation or chemical weapons, such as Mustard or VR 55 if it’s still around or VX.

A low yield 800kt would not have an active fall out plume that impinged on a nato country
And it depends whether it’s a ground or air burst as there very much reduced fall out from an air burst.

TLDR: Putin is suggesting if NATO countries permit Ukraine to use their supplied long range weapons into Russia, Purtn will see that as an attack by NATO
So byvthatvrhetoric, Iran and North Korea are attacking Ukraine with their missiles via Russia ?
