If this is related to canoe/kayak? You don’t really need any sort of swimming certificate, but we do suggest cadets do it just so we know they aren’t going to panic if they fall out. As such I imagine any instructor worth their salt, will still want to see you in the water.
As for any sort of advancement in cadet swimming tests, as it has always been, those that can, do them and those that can’t don’t. But for anything above the basic, now you really need to be either a club swimmer or doing lifeguard training and have someone qualified to say you can do it.

The RAFAC swimming proficiencies are detailed in ACPEDTI 005
ACPEDTI005 lists the only ATC swimming competency levels I am aware of, though we always refer to these as proficiencies.
