Maybe, but more likely so they can deny what they said and or can’t be held to account later on when they fail to deliver or change something that was definitely going to happen.

I would argue however if you just have - for example - the words “Adventure Training” on screen and you then talk for five minutes about AT without any further information on the slide then you probably don’t need PowerPoint at all.
A bit like some of the presentations on Ultilearn, to be honest.
