On the first point it would really be restricted to those who live an easy drive to their WHQ ie less than 10 miles each way. Which would reduce the pool of people.
Second point yes please and at HQAC. But they would need to employ extra people operating on a rota/shift basis and they wouldn’t be able to cope. But you’d find 3 hours an evening would be more productive than 8 hours during the day.

Instead of that could you perhaps just amend peoples working day so they start in the afternoon and it runs into the evening.

The problem is they are dealing with others who do ‘9-5’, so the better option might be jobsharing. We have people who jobshare, where they do mornings and afternoons. Jobsharing seems to be a common practice that works well across the working world and suits many people and businesses, so never going to see the light of day in the ACO.
