I do wish I could just download forms (for all staff matters) and keep a stock of DBS forms to give to anyone who shows interest in becoming staff, like I used to, rather than the box ticking, trudging through chilled treacle, admin centric process it has morphed into.
I recall a time when someone would peel up I'd chat with them, ask for forms from Wing which would come out immediately (bearing in mind I go back to when it was a 4a or phone call or fax if you were able, no email etc). The man or lady would start straight away, none of the go away and we'll be in touch when someone from Wing can spare the time to come down and speak to you. By which time they've lost interest or if not by then when the paperchase rattles on.
What it seems is that the scouts are cottoning onto is that when people say they want to help they want to help now, not 3 or more months later. Something that HQAC have lost sight of, due to twitchy sphincter syndrome. The paper based DBS is a sticking point as from what I can make out the vast majority of employers and organisations now do them online and are completed within days. One of my wife's mates has volunteered in the local comprehensive for years and has completed her last 2 DBS start to certificate on the doormat in 5 days including weekends, even if it takes a week, it's far more efficient than 4/5+ weeks with the paper version, even for established staff and for new people it would show we are a serious organisation.
