The problem with the ACO is two fold.
A chronic shortage of volunteers and a system for joining which takes forever.
The process is admin centred and not person centred.
This illustrated the issues within the ACO, it took over two and a half months for a member of staff to transfer sqns.
No new DBS, no extension of service no change in role.
The losing sqn cdr raise a Pers form 1-04, fills it in and posts it to WHQ ( he is supposed to but it was posted to me straight).
I sign and state I am happy with gaining said member of staff. post form to WHQ
WHQ do some admin and post to RHQ,
RHQ do some admin and post to HQAC
HQAC update UNIVERSE and pass back to WHQ,
I e-mail WHQ and ask why has this taken so long. WHQ phones HQAC and is told it has been done you can disseminate to all.
WHQ promulgate in Wing Routine Orders and update BADER.
All this took two and a half months.
A person centred approach would be Losing CO transfers BADER record to gaining CO.
Paperwork catches up with real life.
Question why do we need a paper trail?
