If we compare it to AT, ACTO 10 shows the level of approval by activity, and then the ACATI gives the level of qualification needed per activity. This is how it should be for sport! Not just a vague description of minor sport vs minor physical activity.
We don’t need a huge list, either, just some common things. I don’t expect cheese rolling or unicycle hockey to be listed!

So is rafac going to pay for somebody from every squadron to do this level 2 qualification needed now? Never even heard of it till now.
I think there is some funding from the air cadet charity
However as it’s not a central activity - why would they?
I get nervous about funding qualifications. What happens if you spank the money then the individual leaves 5 minutes later, waste of money on the org at that point.
But then its chicken or egg.
I have funded expedition leader quals and I’m going to fund some archery instructor quals for staff and possibly a senior cadet.
I attach a return of service prior to refund.
So run X expeditions / deliver to the benefit of X of our cadets.
Were the qualification particularly expensive, we’d come up with a plan to make sure they weren’t carry a cost in advance.
But I do this because I share your concern. This has worked well.
