So far all I’ve had under this incarnation is agreement from CoC, with one “I agree with you but you’re sailing close to the wind there”. Big difference from when I was CI in the ATC and forced out for posting something that wouldn’t even raise an eyebrow on here these days.

Whatever drove it, definitely a positive and beneficial rethink.
Seems like a fair and reasonable compromise that acknowledges reality while also recognising the increased risk inherent to older vehicles - but making a distinction instead of blanket enforcement of a single protocol.
As for RAFAC “not controlling or owning” SOVs, it’s not unreasonable to me to say “these are the standards we expect of minibuses used to transport our members”.
I think the saying “If there is any doubt, then there is no doubt” is apt. If someone provides a vehicle that you doubt is roadworthy, then unless they can prove otherwise, yes, you should reject it.
I fear it’s just been withdrawn for some kind of tweaking…they won’t simply abandon this line, sadly they have it in for SOV, and one way or the other this will be back.

would it not make sense to have the ability to create a vehicle record in SMS?
This can have the vehicle clearances of MOT, Tax & insurance, sec permit 19 & servicing history.
Nothing complicated but it would allow HQ to have reassurance of what vehicles are out there & history of the vehicle and all the information is held in a single place. It might need an extra module and would be a little faffy to start with but long term should make things easy AND give the CoC more confidence in the system.

If HQAC can roll this out as part of the update to SMS it might go a long way to reducing some of the frustration and rebuild the over thinking.

this would also help OCs who have to provide the stuff for WSO mid-term inspections.
rather than show them a folder of paperwork, they can do it from the comfort of their choosing…in much the same way they can with Staff Qualifications.
I am not sure how it would work, but having an SOV as “staff” wouldn’t be far wrong in terms of what the SMS would need to look like.
there would be madatory “training” (MOT/insurance/tax) tab and then qualifications (service history) and even lists of parts bought “new windscreen wipers” or “2x tyres replaced”

It would also mean that where Sqns are borrowing the SOV of another Sqn every thing is in place rather than be reliant on the other Sqn doing the right thing (& then finding it out last minute that something has been missed)
The whatsit form for sov mileage… accts 4 i think, could be incorporsted into this.
End to end simplicity, assurance and reduction in admin.
A Sqn asset register should be fairly easy to do. Then we could add the CCTV and any other stuff HQ needs to know about.

As long as a potential SMS style upload is approved by ALL, as we don’t want wings or regions adding extra bits and wanting extra regulations…
I like that idea though.
If there’s a read across from when I tick the “unit is supplying transport” and shows a red/amber/green, will be a good thing.
If it’s done similar to acto 10 (dictated at HQ, locked into the system from a software point of view) then it will work and reduce the headaches (include information HQ who must get fed up with a simple process being stated by them only to be complicated and mucked about by those at wing & region - ands that before it gets to the volunteers).
Main thing would be to keep it simple - have SOVs be able to added to SMS similar to staff/EUF. A bonus option will be to have the SOV added to the SMS under perhaps a transport tab but that could start getting things complicated.
It would mean that a RC asks for a list of all SOVs across the region he can generate a report in about an hour rather than waiting three weeks for emails to go out, responses come back, responses clarified & chased and then summarised in a single document. At its simplist it’s a win all round.
Also: “oh we can see you’ve got x many of y, can we break them for you this weekend?”
But also don’t want a Wing SME looking at the squadrons and go… "I’m taking YOUR bus this weekend, as its not been allocated to an event…
