Reporting any loss of paperwork, IDs, sending stuff to the wrong, etc is never wrong. Just shows a 'just culture" in report. You can educate if you know about it. The absence of evidence doesn’t mean it not happening!!
I would question areas of the country that have 0 reports. It just means they’re not reporting their beaches. No one is perfect!
